Set it to 18 if you have a powerful CPU so PD has more stability at running on 60FPS consitently without slowdowns. If you have a rather powerful PC (At least a CPU with good single core perfromance), you should be able to run this at 60FPS, go to the 'Overclock' tab and set it to 9 times if you wish to have 60FPS on both GE and PD. It's important to note that you NEED to be using the NTSC-U release of both GE and PD, neither the mouse injector or the 60FPS patch works with the PAL / NTSC-J versions.
